Summary[]
In the shore area, you will talk to The Fisherman who will give you an objective to catch a fish. Afterwards he will congratulate you and comment on how you're "stronger than you think" and give you a quest to catch him four different rare fish, (Squid, Crab, Octopus, and Lobster) in exchange for a holy talisman fragment.
